ATSC FPLL (2nd Version)

Used as follows: float float A/D –> GrFIRfilterFFF -—> GrAtscFPLL -—>

We use GrFIRfilterFFF to bandpass filter the signal of interest.

This class accepts a single real input and produces a single real output
