Removed historic artifact of seeding using srandom
This was overseen when gr::random was converted from rand to
boost::random; this code assumes one has to (or can) seed the gr::random
rng using srandom. That's not the case, and even if it were, it would be
a terrible choice, as it's non-threadsafe.
