Created top level autotools build and converted gnuradio-core build.
* Installed top-level m4 macros diretory in /config
* Migrated gnuradio-core configure.ac to top-level and adjusted.
* Tweaked various hard-coded paths in Makefile.am files.
* ./bootstrap && ./configure && make && make check passes!
