Make C++ shared libraries versioned

Merged r10948:10959 from jcorgan/deb into trunk. Trunk passes
distcheck.

Part 1 of Debian/Ubuntu binary packaging update for 3.2 release.
Creates all C++ API binary and dev packages, with their associated
