Fix compiler warnings across the tree. Adds --enable-warnings-as-errors configure option. Currently compiles with no warnings with GCC 4.2.3 on Ubuntu 8.04.

Merged r7478:7608 from michaelld/t186 into trunk. Adds ability to compile GNU Radio modules individually, using already installed dependent libraries and include files.
